Generally, yeah, wordpress will probably be the easiest to find plug-ins which do all those things, but could depend on your specific site. What kind of website are you building? You also have the option of using multiple things via subdomains i.e. shop.yourdomain.com, blog.yourdomain.com, and just using a common theme among all the different software.

The website will mainly be a social networking site, with a blog that I am authoring. I want people with similar interests to be able to link to each other via a common tag that leads them to a forum/'helpful links' site. Once there, the users would be able to communicate with each other and find information on the 'tagged' subject. The tags need to be effectively organized and searchable for easy use.

I am obviously a newbie when it comes to website design, so any help is appreciated. So far, I have set up a domain name through dreamhost.com, and am actively writing the blog.

Your other option is to do it yourself, but unless you have a design and html background, I wouldn't mess with doing a site myself. I mean do everything else yourself, but leave that to someone who knows what they're doing.
