Hiring Employees and getting 20hours+ a week
This year I have hired a bunch of people on odesk in the Philippines
The hiring process always seems to go the same. On the ad I request around 20 hours a week we interview and everything goes well and some have performed really well. But consistently they only manage around 10 - 15 hours a week.
It hasn't been such a problem so far because the project have been a bit stop start. But now things are getting up and running I would prefer more hours per person because it means less management my end.
Anyone else had a similar problem? Any advice?

20-30 hours is kind of the difficult zone. I've had similar issues. One thing you can do to mitigate this is to determine the situation the provider is in before hiring. Are they a full-time freelancer? Are they doing this in addition to a full-time job? Generally people offering < 20 hours a week are doing this in addition to their normal job, and it's easy for them to get bogged down by other responsibilities. People who are full-time are looking for full-time gigs. I've moved more towards hiring full-time resources, though this might not be a possibility for you.
