What site best provides digital product seller protection with it's payment gateway (paypal)

How do you minimize folks from downloading a product then claiming a fraud and getting a charge back on their credit cards with PayPal. I hear that paypal charge backs costs the seller $20?

Also how do you handle return or charge back request if PayPal charges of $20 per charge back? How do the different shopping carts do this?
