John Jonas claims to have a program that helps you hire full time VA's from the philippines. His program coaches your VA to in all types of internet marketing. Has one tried his program or heard anything about it?

Yes it is legit, and John was really the first person to actively promote hiring low cost VAs from the Philippines. I have used his program to hire at $2/hr and higher, and can tell you that it can be a little more involved than you might expect.
His program consists of two main parts:
1) Month by month drip fed training to allow your unskilled VA to become proficient at the common online marketing tasks (link building, forum posting, article writing and submission, SEO, etc)
2) Access to his own Philippines based VA hiring site where you can search or advertise your position to pool of potential Virtual Assistants.
In addition you also get free use of a project management tool (ActiveCollab) to work with your VA's, plus some seminar videos that were shot a few years ago on the subject of internet marketing and outsourcing.
In summary the program is a good intro to outsourcing, but there can be many gotchas along the way, including high VA turnover. I completely got it wrong with my first hire, but soon recovered and added some simple refinement to the hiring process that gave a totally different result on my second hire. That is a tough one. I did buy the www.replacemyself.com membership. It is not a scam, but is not worth the money either. I was somewhat disappointed when I saw what it offered. It did have some videos, to help you understand what he does with his VA's, but I found all the same videos on his blog. And the part that made me a little annoyed was the fact that you need to continue paying each month before he will "release" more information to you.
Yes, he offers a Project Managment tool to collaborate with your VA's, but it doesn't offer anything better than what you can get with free tools like google docs or better apps like basecamp.
Here is the best tip: Go to his blog and watch all of his videos. He has some good points to learn from. But don't waste your money.
The idea of sending your VA's a bunch of videos to train them is a good idea, but way too "pie in the sky" to be realistic. It takes more work than that. The truth is you can educate yourself first, and hire $2 people to train. Or hire $10 experts in their fields, and give them good direction. The choice is yours, I've done it both ways. I started out doing the first, and now can afford to do the second.
If you want to send videos to your VAs to train them in internet marketing. There are plenty of youtube videos on different skill sets you can use. But you should make your own videos with Jing when discussing your particular needs. I think you will find it worth the effort.

John has a bunch of great content on his site, but I don't know if I'd pay the $80 a month he's asking for "membership". I didn't see the value.
You can hire Filipino's on oDesk. You pay a 10% premium but it's worth it. I have had great experience working with Filipino's on oDesk. They have done great work for me.
