How do I find and build a nework of brokers?

I am looking to find a network of people that can help me expand my energy brokerage business. We are expanding into many states. I have tired all my contacts but most don't seem to be looking for business opportunity. I don't think an affilate model will work because there is a small $49 fee and you need some training. So the question is two fold, who should I target? (experiences MLMers for example would see this as a golden opportunity) and how do I get them to at least consider looking at it if they don't know me?
